Wood Sill

This contract is a Total Small Business Set-Aside under FAR 19.5 for the supply of wood sills, issued as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year base period from September 30, 2026, through September 29, 2031. The contract has a minimum value of $150.00 and a ceiling of $100,000.00, with work to be performed at the Letterkenny Army Depot in Chambersburg, Pennsylvania, and delivered F.O.B. origin after loading. The requirement calls for fabrication of wood sills in strict accordance with technical drawings 5035598-1, 5035598-2, 5035652-1, and 5035652-2, which are accessible via DoD Safe only to vendors with prior DoD contract experience, an active CAGE code, and A-Active status in the Joint Certification Program. Each wood sill must be individually protectively wrapped and labeled, with packaging restricted to one part number per skid and no mixing of CLINs. Compliance with A-A-52520B specifications is mandatory, including submission of documented test results, adherence to NHLA lumber inspection standards, and control of wood moisture levels to CID requirements prior to treatment with copper naphthenate. The contractor must also meet all part drawing mill standards, finishes, and labeling requirements, and maintain safety management systems compliant with ISO 45001, AS9100, and AS9110, while abiding by Army and OSHA safety regulations including LEAD-R 385-1 and 29 CFR standards. Offerors must be small businesses registered in SAM.gov with current electronic representations and certifications, and must demonstrate the capability to produce up to 80 wood sills annually, detailing material handling, staffing, equipment, and moisture measurement processes. Subcontracting is governed by FAR 52.244-6, and accelerated payments to small business subcontractors are required under FAR 52.232-40. Payment must be processed electronically via WAWF and EFT through SAM, in accordance with DFARS 252.232-7006 and FAR 52.232-33. Proposals must be
