Full Description

This is a follow-on RFI in an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain a turn-key Workforce Management System. In fulfilling MCC's mission, the agency relies on a diverse workforce of federal employees (FTEs) and contractors. The logistical processes involved in managing the complete lifecycle of these employees is handled by various stakeholders throughout the Department of Administration (A&F) of Finance through manual workflows, siloed databases, and paper forms. Today, there is no one holistic system or tool that captures the necessary inputs/outputs of these processes throughout A&F. Instead, the agency relies on a tool created in-house called Staff Tracking and Reconciliation System (STARS). It is MCC's internal SharePoint-based system for onboarding and exiting, used for tracking all employee types (federal employees, PSCs, contractors, detailees, etc.) that require access to MCC. The system tracks changes throughout the life cycle of the individual from onboarding to exit. STARS is also used to track the employee's status within the Security clearance process. MCC is seeking a replacement for the STARS system because it is limited in its ability to pull data from other sources, provide meaningful notifications, create reports, and robust workflows.
