The Transportation Security Administration plans to enter into a sole source lease agreement with the City of Worland for space at the Worland Municipal Airport in Wyoming. This lease will continue a long-standing arrangement, as TSA has occupied space at this location since 2002 under a previous lease managed by the General Services Administration. The lease term will span ten years, comprised of an initial five-year base period with a five-year option to extend. TSA requires this specific location due to the critical nature of its security operations, which are integral to passenger screening and aviation security, necessitating space directly on airport property. Currently, TSA occupies 856 square feet of space along with three surface parking spaces to support checkpoint functions at the airport. The agency emphasizes that only the City of Worland can fulfill this requirement, referencing federal acquisition regulations that permit sole source contracting when no other supplier or service can meet the need. As such, the lease agreement will be negotiated exclusively with the City of Worland, and no other proposals will be considered or accepted. The award will proceed without further public notice, underscoring the importance and exclusivity of this continuing lease for TSA’s ongoing aviation security responsibilities.

This is a NOTICE to communicate the Transportation Security Administration's intent to enter into a lease with the City of Worland for space at the Worland Municipal Airport (WRL), 1472 Airport Road, Worland, WY on a SOLE SOURCE basis. This is a continuing requirement and follow-on effort, TSA has occupied space in this airport since 2002 under a lease executed by the General Services Administration (GSA). The period of performance will be a total of ten (10) years; one five (5) year base period with one five (5) year option period. In accordance with FAR 6.302-1 (41 U.S.C. 253 (c)(1)), only one responsible source and no other supplies or services will satisfy agency requirements. TSA employs more than 45,000 security screeners and provides guidance and training to flight crews for dealing with threats on board aircraft. Since February 17, 2002, TSA has been responsible for civil aviation security functions. Because these tasks are directly related to the screening of passengers at the airport, this space must be located on airport property. The Transportation Security Administration currently occupies a total of 856 square feet and three (3) surface parking spaces at Worland Municipal Airport. These spaces are used for support of checkpoint operations by TSA staff. The Transportation Security Administration intends to negotiate with only one source; no other supplies or services will satisfy the requirement. Therefore, proposals will not be accepted directly to this requirement. This lease will be negotiated with the City of Worland and ultimately awarded without further notice.
