The contract is for the procurement of five Wound Closure Kits, Utility, identified by NSN 6515-01-661-1786, each containing a sterile minor laceration tray packed in an easy-to-open pouch. Each kit includes a 30-inch by 30-inch KimGuard One Step drape, a 60 cc medicine cup, a number 15 safety scalpel, a 5-inch Halstead mosquito forceps, a Webster needle holder, a 4.75-inch Adson forceps, a 4.5-inch iris scissors, ten 12-ply 4-inch by 4-inch gauze pads, two 12-ply 2-inch by 2-inch gauze pads, an 18-inch by 26-inch fenestrated drape with tape, and two 17-inch by 20-inch absorbent towels. The kits must be sterile, packaged in accordance with ASTM D3951 and DLA packaging requirements, and marked in compliance with Medical Marking Standard No. 1, superseding MIL-STD-129 for medical items. The kits must have a shelf life of 36 months with no more than five months elapsed from the date of manufacture to delivery, and delivery is required within five days of award to Annville, Pennsylvania, 17003-5003, under FOB Destination terms using the fastest traceable means, excluding parcel post. The product is regulated by the FDA and must comply with registration, listing, labeling, and GMP requirements. All bids must specify the source and part number being supplied, and the offeror must validate or update representations in the System for Award Management, including small business status and compliance with the Buy American Act and Berry Amendment.
