WP-017-2026 Construction of The Meyer Municipal Drain

The Municipality of West Perth has issued solicitation WP-017-2026 for the construction of the Meyer Municipal Drain in Logan Ward, spanning from Part Lot 33, Concession 13 to Lot 32, Concession 12. The project involves the supply and installation of approximately 754 metres of concrete field tile and high-density polyethylene (HDPE) pipe with diameters between 300 mm and 525 mm. Additional deliverables include the installation of catch basins, manholes, plunge pools, and site restoration through topsoiling, seeding, and rip-rap application. All work must adhere to the Ontario Provincial Standard Specifications (OPSS.MUNI 100), the Highway Traffic Act, and Book 7 of the Ontario Traffic Manual. The contract will be awarded to the top-ranked bidder based on the lowest total bid price, with a 10 percent evaluation advantage granted to the bidder demonstrating the highest proportion of domestic content via a mandatory Domestic Supply Chain Plan. Bidders must submit their proposals as a single PDF by October 7, 2026. Required security includes bid security of 12,500 dollars or 50 percent bonding, as well as performance and labour/material bonds each valued at 50 percent of the total bid price. The contractor is responsible for obtaining all necessary permits and providing WSIB clearance certificates. The agreement includes a 12-month warranty period for correcting defects and requires monthly electronic invoicing.
