MACC PoP Extension and Ceiling Increase J&A

The contract extends and increases the ceiling of twelve existing Multiple Award Construction Contracts (MACC) under an Indefinite Delivery/Indefinite Quantity (IDIQ) structure at Wright-Patterson Air Force Base, Ohio, ensuring uninterrupted delivery of critical construction, maintenance, repair, demolition, and infrastructure modernization services across a diverse range of mission-critical facilities including research and development centers, hospitals, secure areas, airfields, flight lines, and administrative buildings. The initial contract ceiling of $247 million has been increased to $342 million to support anticipated Facilities Sustainment, Restoration, and Modernization (FSRM) funding requirements, with a one-year base period running from May 2026 through April 2027 and two optional six-month extension periods available solely to prevent service interruption pending the award of a new competitive MACC IDIQ contract targeted for February 2027. The justification for other than full and open competition relies on the necessity to retain the incumbent contractors due to their unique site-specific knowledge, pre-vetted security clearances for highly sensitive areas supporting AFRL, NASIC, and AFLCMC, and established operational familiarity with base design standards, flight line safety protocols, and utility systems, making onboard delays from new contractors unacceptable for mission continuity. Evaluation prioritizes technical capability, past performance, and risk mitigation—particularly continuity of operations and security clearance availability—with cost considered as a secondary factor under a trade-off selection approach rather than LPTA. All services are managed by the Air Force Life Cycle Management Center’s Civil Engineering Contract Support Branch, with inspection and acceptance conducted on-site by the Government, and no packaging, marking, labeling, or invoicing specifications are detailed.
