The contract involves an evaluation and ventilation assessment of WCW's Water Quality Resource Recovery Plant (WQRRP) laboratory located in Richmond, California. WCW is a special district serving approximately 100,000 residents across several cities and unincorporated areas in western Contra Costa County. The district operates an extensive wastewater collection system, including 249 miles of gravity sewer pipelines, 17 lift stations, and a treatment plant with an NPDES-permitted capacity of 12.5 million gallons per day. The laboratory supports process control and compliance testing for the facility, and a prior mold assessment report has been prepared by Issacs Forensic Laboratories, which proposers must review to submit a complete proposal. To access the mold assessment report, proposers must first sign a Non-Disclosure and Confidentiality Agreement (NDCA) by contacting the designated representative via email. The response deadline is May 2, 2026, and primary point of contact for questions is Julian Viksman of Hanson Bridgett. WCW provides wastewater collection and treatment services to approximately 100,000 residents. WCW is a political subdivision of the State of California and operates as an independent special district. WCW's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole, and some unincorporated areas within western Contra Costa County. WCW's system includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with a National Pollutant Discharge Elimination System (NPDES) permitted capacity of 12.5 million gallons per day. WCW operates the WQRRP at 2377 Garden Tract Road, Richmond, CA 94801. The on-site analytical laboratory supports WCW's process control and compliance sampling and testing. All Proposers must complete and sign a Non-Disclosure and Confidentiality Agreement (NDCA) in order to receive the Report. To obtain the NDCA, Proposers must email Julian Viksman at contact@example.gov. Upon receipt of an executed NDCA, Hanson Bridgett will email the Report to the Proposer.
