The Department of Defense, through the Directorate of Contracting at Edwards Air Force Base, intends to negotiate a sole source contract with Wraith Systems for a one-year maintenance package, warranty extension, and technology refresh for the F-35 Desktop HOTAS systems. This procurement, under NAICS code 334118, encompasses repairing or replacing units as needed due to normal wear and defects, using new or refurbished parts, or exchanging units entirely. Additionally, the contract includes updates to firmware and software as units are serviced. The extended warranty period continues from the original purchase date and covers only the balance remaining after repairs or exchanges. This action is justified on the basis that Wraith Systems is the sole manufacturer capable of providing this maintenance package due to the proprietary nature of the F-35 Desktop HOTAS system. Market research confirmed the absence of authorized resellers, and prior contracts have been awarded directly to Wraith Systems. Although this notice does not seek competitive proposals, other capable sources may submit capability statements or proposals for consideration. The solicitation follows the Revolutionary FAR Overhaul provisions for commercial products, with a response deadline set for May 22, 2026. The contracting office encourages input solely to determine whether a competitive procurement should be pursued.
