AI Contract Overview
The U.S. Air Force Test Center at Edwards Air Force Base is pursuing a sole-source procurement under the Revolutionary FAR Overhaul for a one-year maintenance package, warranty extension, and technical refresh for the F-35 Desktop HOTAS system exclusively from Wraith Systems. This action is justified under 10 U.S.C. 3204(a)(1) because Wraith Systems is the sole manufacturer of the proprietary HOTAS hardware, and no authorized resellers or alternative suppliers exist capable of providing approved repairs, firmware updates, or warranty support. The maintenance package covers repair or replacement of units damaged during normal use using new or certified refurbished OEM parts, and any repaired or exchanged unit retains only the remaining balance of the originally extended warranty period. The technical refresh component ensures that all units receive necessary firmware and software updates during servicing. The acquisition is structured as a firm-fixed-price contract under commercial item provisions, governed by RFO clauses 52.212-1, 52.212-3, 52.212-4, and 52.212-5, and no competitive solicitation will be issued. Market research confirms the lack of alternatives, and historical precedent exists through a prior contract awarded to Wraith Systems at Edwards AFB. While the contract places performance at Edwards AFB, CA, repair and refresh activities will occur at Wraith Systems’ facility, with units returned to the base upon completion. The response deadline for any capability statements is May 22, 2026, though the Government intends to proceed with sole-source negotiation regardless of external submissions. Pricing details, line items, and specific attachments like the unit list are referenced but not provided, and no set-asides, security clearance requirements, or option periods are included. The contracting officer, Jamil Minosa, holds full authority, and no COR or COTR has been formally assigned.
