Description of Requirement


This is a combined synopsis/solicitation for commercial products or commercial supply prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.102, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested, and a written solicitation will not be issued.


The AFTC intends to negotiate on a sole source basis with Wraith Systems for the procurement of Wraith Systems 1 year maintenance package, warranty extension and tech refresh for F-35 Desktops HOTAS.

Justification


Due to the unique and proprietary of the F-35 Desktop HOTAS system only one manufacturer can meet this requirement.   Contracting reached out to the manufacturer Wraith Systems requesting an authorized re-seller list, as a result Wraith Systems stated they do not re-sell their products.  


Scope of Work


Wraith Systems 1 year (MTX) maintenance


package- Warranty extension & tech refresh


F-35 Desktop HOTAS:


The warranty extension includes repairing and / or


replacing normal use damage & defects. Under


normal use during this period, if a repair is


required, at its option Wraith Systems will:


(1) Repair the HOTAS, using new or refurbished


replacement parts, or


(2) Exchange the HOTAS with one that is new, or


which has been manufactured from new or


serviceable used parts.


The tech refresh program will cover new firmware,


software updates to existing HOTAS. As units


come in for repair.


Following repair, exchange or tech refresh the


resulting HOTAS will retain only the balance of the


extended warranty period that commenced from


the purchase date of extended warranty.


The units covered under this warranty are


provided with the attached table.


Market Research


Market research has been completed; however, this maintenance is being acquired by Sole Source as Wraith Systems is the only manufacturer able to fulfill this requirement. Contracting reached out to the manufacturer to acquire an authorized re-seller list; however, the manufacturer does not have authorized re-sellers.  Historically, Edwards Air Force Base (EAFB) awarded contract with Wraith Systems, FA930221P0047.

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
