The North Carolina State Board of Elections is initiating a mailing campaign to reach all registered voters in the state who lack a validated driver’s license number or the last four digits of their social security number on their voter record, as required under the federal Help America Vote Act and state law. These voters, many of whom registered before HAVA’s implementation, are being contacted to update their records with a valid identifier that can be verified against the North Carolina Department of Motor Vehicles or Social Security Administration databases. If a previously submitted identifier fails validation, county boards are obligated to notify the voter, attempt to resolve the discrepancy, and if unresolved, inform the voter that they must present acceptable HAVA-recognized identification before or at the polls during their first voting occurrence. The solicitation is for the production and distribution of these unvalidated DL/SSN letters, with a response deadline set for July 27, 2026, and the effort is managed by the State of North Carolina’s Board of Elections to improve the accuracy and integrity of the state’s voter rolls.

Full Description

The federal Help America Vote Act (HAVA) and state law require an applicant to include on their registration form, their driver’s license number (DL); or, if they lack one, the last four digits of their social security number (SSN4); or, if they lack both, an indication that they do not have these numbers. These numbers are then attempted to validate against the North Carolina Department of Vehicles (NCDMV) database or the Social Security Administration database. When the DL/SSN4 fails to validate through the database match, state law requires the county board to notify the voter that the number did not validate, to attempt to resolve the discrepancy, and, if the mismatch is unresolved or the number is not otherwise validated by the county board, to notify the voter of the need to present HAVA ID before or when voting for the first time. Some voters registered prior to the implementation of HAVA were not required to provide a DL nor SSN4. To help improve the accuracy of the state’s voting rolls, the North Carolina State Board of Elections (NCSBE) is sending mailings to all voters registered to vote in the state who do not have a valid identification number on their voter record.
