WSSDA Learning Management System

The Washington State School Directors’ Association (WSSDA) is seeking to select a vendor to implement a Learning Management System (LMS) as its central platform for delivering both live and on-demand virtual training for school board directors and educational leaders statewide. Serving over 1,400 elected directors and impacting about 1.1 million students, WSSDA aims for the LMS to support a robust suite of functionalities including online course registration, access to professional learning materials, participation tracking, attendance management, and provision of downloadable attendance records to users. The LMS must be compatible for integration with payment processing through Authorize.net, webinar delivery via Zoom, and Salesforce as the customer relationship management system. Security and accessibility are paramount, with the system needing to comply with both the Washington State Office of Cyber Security’s requirements and Level AA of the Web Content Accessibility Guidelines (WCAG) 2.1. Authentication must be handled through Microsoft Entra ID for administration and OAuth 2.0 via Okta for other users. The contract is scheduled to begin on February 2, 2026, and end on January 31, 2028, with options for extension depending on performance and funding. Qualified vendors should be available to perform work in Washington State, and while no mandatory set-asides are listed, participation by certified businesses is encouraged. The estimated contract value ranges from $500,000 to $2,000,000.
