AI Contract Overview
The Indian Health Service, under the Department of Health and Human Services, is seeking enterprise-grade Uninterruptible Power Supply (UPS) systems for the Warm Springs Service Unit in Oregon to support critical infrastructure including network, telecommunications, server, and clinical operations. This acquisition is restricted exclusively to Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act and HHSAR Subpart 326.6, requiring offerors to submit a completed IEE/ISBEE Representation Form, an active SAM registration, a UEI Number, and documentation proving their eligibility. The contract is a Firm-Fixed-Price type with a total set-aside for ISBEEs, and award will be made using the Lowest Price Technically Acceptable evaluation process. Offerors must provide two new, unused UPS systems: a primary 60 kW online double-conversion model with 208/220V three-phase input/output, maintenance bypass, and a minimum 45-minute runtime under load, and a secondary 30 kVA system compatible with existing infrastructure. Both systems must support three Cisco switch chassis with up to eight 3,200-watt power supplies each. Delivery must be FOB Destination to Warm Springs, Oregon, and include full installation, commissioning, SNMP or Modbus monitoring integration, removal of packaging debris, and compliance with UL 1778 standards. All equipment must be manufacturer-supported at delivery, and offerors must include standard documentation, warranty details, necessary power cables, battery interconnects, communication modules, software licenses, monitoring components, and accessories. Technical acceptability is a pass/fail gate requiring full compliance with all requirements, and failure to meet any minimum specification or establish ISBEE eligibility will disqualify a quotation. Pricing must be itemized per CLIN with a total evaluated cost, and submissions must be received by June 19, 2026, at 2:00 PM EST via SAM.gov or email with the RFQ number in the subject line. The Indian Health Service is a tax-exempt federal entity.
