The Department of Veterans Affairs, Network Contracting Office (NCO) 6, Hampton, VA intends to negotiate a commercial (GSAM Part 570) Sole Source lease under the authority of FAR 6.302-1. The VA intends to award the City of Fayetteville Public Works Commission (PWC) at their facility at 201 Hay Street, Fayetteville, AR for a maximum of 11,561 ABOA SF. Current tenant organization Fayetteville VAMC Administrative Offices occupy approximately 9,984 ABOA and requires a new lease of 11,561 ABOA. Movement to an alternate site for the provision of that limited increase is cost prohibitive. Staying in place saves Federal dollars for the Department of Veterans Affairs. Accordingly, the PWC is the only firm capable of providing the supplies and services described above without the Veterans Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. A justification for other than full and open competition is prepared in support of this acquisition. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
