The Department of Veterans Affairs at the Ralph H. Johnson VA Medical Center in Charleston, SC, plans to negotiate a sole source lease with JEMA, LLC for up to 15,887 usable square feet of office space in North Charleston, SC. This lease is intended to replace the existing Montague Administrative Facility space, which currently occupies approximately 17,000 rentable square feet. The decision to award this lease without competition is based on cost considerations, as moving to an alternative location would be prohibitively expensive and would cause delays in service delivery. The sole source justification is grounded in the unique capability of JEMA, LLC to meet the VA's requirements without substantial duplication of cost or unacceptable delays for the Veterans Health Administration. The leasing action is conducted under the authority of FAR 6.302-1 and follows GSAM Part 570 commercial leasing procedures. It is not a solicitation for competing bids, and responses or inquiries submitted will only influence whether a competitive procurement might be considered. The NAICS code relevant to this acquisition is 531120, which applies to lessors of commercial office space. The contracting office responsible is the 247-NETWORK Contract Office 7, based in Augusta, GA, and all inquiries must be directed in writing to the designated contract specialist, Lisa Robinson, by the specified deadline. Full Description

The Department of Veterans Affairs, Ralph H. Johnson VA Medical Center, Charleston, SC intends to negotiate a commercial (GSAM Part 570) Sole Source lease under the authority of FAR 6.302-1. The VA intends to award JEMA, LLC at their facility in North Charleston, SC for a maximum of 15,887 usable square feet of space. Current tenant organization Montague Administrative Facility occupies approximately 17,000 NUSF (12,000 NUSF + 5,000 NUSF added by Supplemental Lease Agreement No. 19) and requires a new lease of 15,887 NUSF. Movement to an alternate site for the provision of that limited increase is cost prohibitive. Staying in place saves Federal dollars for the Department of Veterans Affairs. Accordingly, JEMA, LLC is the only firm capable of providing the supplies and services described above without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. A justification for other than full and open competition is prepared in support of this acquisition. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Applicable NAICS code is 531120. Inquiries will only be accepted in writing by e-mails addressed to contact@example.gov or by phone at +1 (555) 000-0000. Responses will be accepted no later than 4:00 PM (EST) on December 10, 2019.
