The requirement is for approximately 4,028 NUSF (4,833 ABOA / 5,438 RSF) of ADA-compliant space. The proposed lease term is 20 years, consisting of a 5-year firm period and a 15-year soft period, with the government maintaining termination rights after the firm term upon 180 days' notice. This is a total small business set-aside under NAICS code 531120. The facility must meet Facility Security Level II standards, including specific access controls and high-security locks, and must comply with seismic standards and NFPA fire and life safety codes. Offerors must provide a detailed experience narrative limited to five relevant projects and submit past performance questionnaires directly to the Lease Contracting Officer. Proposals must include representations regarding foreign ownership for high-security space and compliance with prohibitions on certain telecommunications and video surveillance equipment.
