The Program Executive Office for Simulation, Training & Instrumentation (PEO STRI) in Orlando, FL, intends to award a sole source purchase order to Big Oaks Ranch, Inc. to lease a facility that will support the Instrumentable-Multiple Integrated Laser Engagement System (I-MILES) Individual Weapon System (IWS) 2010 source selection procedure. The selected land offers a unique location approximately 30 minutes from PEO STRI and features an expansive open field of 720 acres with over 1000 meters of uninterrupted line of sight. The rented property includes access to essential facilities such as a field, pavilion, cabin, log house, restroom and kitchen areas, briefing and meeting rooms for presentations, after-action reviews, demonstrations, and other related activities. Additionally, a locked storage room will be provided for equipment associated with the source selection. This notice is not a solicitation but an announcement of intent, with comments and questions to be submitted in writing. The procurement will follow FAR Part 13 Simplified Acquisition Procedures, and primary contacts for the acquisition are Mr. Michael Glazer and Ms. LeMarle McKee. The acquisition is designated under NAICS code 531190, related to real estate rental and leasing services.

Solicitation # AFCEC26R0003RFLP
The Department of the Air Force is soliciting proposals for an Enhanced Use Lease (EUL) project at Davis-Monthan Air Force Base in Tucson, Arizona. This non-FAR real estate transaction involves a long-term sublease of approximately 500 acres of land, currently held by the Government under a Master Lease with the City of Tucson. The objective is to select one or more lessees to finance, develop, and operate private commercial improvements on the property. While the current Master Lease expires on June 30, 2052, the Government intends to extend it to allow for sublease terms of up to 50 years with potential for further renewal. The project must comply with Davis-Bacon wage standards, the Buy American Act, and specific environmental land use controls. The Government will utilize a best-value proposal selection strategy, evaluating offerors based on their project description, return to the Government, organizational experience, and project plan. Proposals are due by November 2, 2026, and must include a financial pro forma in Excel and a narrative limited to 40 pages. Selected lessees must maintain comprehensive insurance coverage and employ a Government-approved independent construction consultant to certify that all work meets applicable federal, state, and local codes.
