The Department of Veterans Affairs seeks to lease approximately 92 parking spaces in Phoenix, Arizona, specifically for VA patient use. The parking facility must comply with all state and local regulations, be ADA compliant, and meet the Architectural Barriers Act Accessibility Standard (ABAAS). The lease requirement includes 92 on-site parking spaces with at least six designated for disabled individuals and one van-accessible space. These parking spaces can be provided through new construction or modification of existing facilities, provided that any existing parking meets VA requirements or can be modified accordingly. The location must fall within a defined area bounded by Osborn Road to the north, 12th Street to the west, Camelback Road to the south, and 7th Avenue to the east. The lease term is for five years with options to extend for up to five additional one-year periods, and it is a full-service lease. Interested property owners, brokers, or legal representatives were invited to express interest by August 20, 2010, by submitting detailed property information including location, size, rental rates, availability, ownership, parking capacity, and any services offered on site such as security or maintenance. The government is legally restricted from paying more than the appraised fair rental value for the space. The VA will conduct a market survey and site investigations of all potential properties, requiring full access. Notably, the VA will not enter into subleases or ground leases, thus limiting the types of lease arrangements considered. This notice served as a preliminary request for interest and not a solicitation; a formal solicitation would be issued later to qualified parties who follow submission protocols.
