Full Description
This RFQ is being issued on SAM.gov as a small business set aside. The Air Force Sustainment Center (ASFC/PZIOB) at Tinker Air Force Base Oklahoma intends to award to a small business.
1.1 The 72nd LRS desires to purchase one X-ray machine. The machine will be primarily used for screening all carry-on and checked luggage departing via airlift. The Air Force requires passenger baggage X-Ray machines to ensure passenger service agents are not required to hand search all hand-carried and checked baggage to meet United States Transportation Command (USTRANSCOM) and Air Mobility Command (AMC) passenger baggage screening requirements. Additionally, X-Ray screening technology provides a second level of screening to ensure safety of flight on military and commercial aircraft.
2.Tunnel Size Requirements:
2.1 Machine must have a minimum tunnel size of 30.6" inches wide by 22.8" inches high.
2.2 Machine tunnel conveyor must have a weight load/capacity of 364 pounds (minimum 250 pounds).
3. Technology and Environmental Characteristic Requirements:
3.1 Machine must have Material Discrimination Capability as listed in the TSA ACSTL.
3.2 Machine must be either dual or multi-view. Single view will not be accepted.
3.3 Machine must have a wire resolution up to: Standard 38 AWG or Typical 40 AWG
3.5 Machine operating temperature must be between 0C to 40C / 32F to 104F.
3.6 Machine must be able to be stored in temperatures between -20C to 60C / -4F to 140F.
3.7 Machine display type must include dual monitors/screens.
3.8 Machine video and image storage capacity must be able to store no less than 256 GB.
3.9 Machine features must include 3 and 6 color imaging, black and white imaging, enhanced imaging, organic and inorganic imaging.
3.10 Machine must include threat image protection software and screener assist software.
4. Electrical/Power Requirements:
4.1 Machine must include an Uninterruptible Power Supply (UPS)
4.2 Machine system power needs to be 110 VAC +/- 10% 50/60Hz, 20 Amp Max and
220 VAC +/- 10% 50/60Hz, 15 Amp Max.
5. Maintenance Requirements:
5.1 Machine's respective vendor must have some maintenance support entity (can either be contracted or vendor owned).
6. Health and Safety Certification Requirements:
6.1 Machine must be TSA Certified and listed on the TSA Air Cargo Screening Technology List (ACSTL).
6.2 Machine must be compliant with USFDA Center for Devices and Radiation Health Standards for Cabinet X-Ray Systems (21-CFR 1020.40).
6.3 Machine must produce typical radiation leakage is less than 0.1 mR/hr (Leakage less than 0.5 mR/hr permitted by U.S. Federal Standards).
6.4 Machine must be certified ISO 9001 and 14001.
7. Compatibility Requirements:
7.1 X-Ray machine must be compliant and be able to connect to Astrophysics entry/exit roller tables.
8. Warranty:
8.1 The vendor shall provide a minimum of 1 year warranty (includes all labor, parts, shipping and travel). Any defect that is not caused by government damage or misuse shall be replaced by the vendor at no cost to the government.
8.2 The vendor shall offer extended warranty plans for up to 5 years (includes all labor, parts, shipping and travel). Any defect that is not caused by government damage or misuse shall be replaced by the vendor at no cost to the government.
9. Delivery and Installation Requirements:
9.1 The vendor or contractor shall complete delivery to Tinker AFB no later than 90 calendar days after receipt of the order.
9.2 Vendor or contractor must handle assembly and installation of the machines to include assistance with placement and securement of roller tables.
9.3 Vendor or contractor must provide standard training for up to 10 personnel.
ELIGIBILITY
The applicable NAICS Code for this requirement is 334517 Irradiation Apparatus Manufacturing, with a Small Business Size standard of 1,200 employees. The Product/Service Code (PSC) for this effort is 6665 - Hazard Detecting Instruments and Apparatus as a Product/Commodity. This NAICS is the only applicable NAICS for this effort. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications and ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
