FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.

AI Contract Overview

The Defense Threat Reduction Agency awarded a sole-source contract to L-3 Applied Technologies Inc. for the X-ray Simulators for Test and Evaluation of Nuclear Survivability (XSTENS) program. This action focuses on the upgrade of the Double-EAGLE, PITHON, and Gamble II simulators used for Nuclear Weapon Effects testing. Authorized under FAR 6.302-1, the contract was not competed because L-3 Applied Technologies Inc. was identified as the only responsible source with the necessary technical expertise and infrastructure to satisfy the agency requirements. The program has an estimated ceiling of 80 million dollars over a five-year period, with performance taking place in San Leandro, California. The contract is primarily structured as a Cost Plus Fixed Fee (CPFF) agreement to provide the flexibility needed for the developmental and unique nature of the simulators, where costs cannot be estimated with sufficient accuracy for a fixed-price arrangement. However, a specific line item for long lead time materials was negotiated as Firm Fixed Price (FFP) because those items consist of large quantities of non-developmental commercial components. This hybrid approach allows the government to manage the risks associated with developmental research while maintaining cost certainty for standard commercial purchases.

This Cost Plus Fixed Fee (CPFF) action (with one Fixed-price CLIN for long lead time materials) was not competed. The statutory authority for this action is 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and no other services will satisfy agency requirements. A CPFF contract was appropriate given the uncertainties involved in the developmental nature and uniqueness of simulators and do not permit cost to be estimated with sufficient accuracy to use any type of fixed price contract. A CPFF contract provides the flexibility to respond to potential changes in management direction. The line item for the long lead item purchases was negotiated on a Firm Fixed Price (FFP) basis. A different contract type was appropriate for the one CLIN because they represent the purchase of a large quantity of commercial components that are not developmental in nature.
