This non-FAR real estate transaction involves a long-term sublease of approximately 500 acres of land, currently held by the Government under a Master Lease with the City of Tucson. The project must comply with Davis-Bacon wage standards, the Buy American Act, and specific environmental land use controls. The Government will utilize a best-value proposal selection strategy, evaluating offerors based on their project description, return to the Government, organizational experience, and project plan. Proposals are due by November 2, 2026, and must include a financial pro forma in Excel and a narrative limited to 40 pages. Selected lessees must maintain comprehensive insurance coverage and employ a Government-approved independent construction consultant to certify that all work meets applicable federal, state, and local codes.
