The Department of Veterans Affairs (VA) is seeking to lease between 5,857 to 5,957 net usable square feet of Class A office space in Pittsburgh, PA, preferably on one contiguous floor, to replace its current 3,557 square feet space occupied by its Acquisition Support Service Area Organization office. The current lease expires January 18, 2020, and the VA intends to relocate by September 30, 2010, if a better option is found. The new space must include on-site parking for 30 vehicles and comply with government standards for fire safety and handicapped accessibility. The lease term may be up to ten years, with five years firm. The specific location boundaries are clearly defined to a particular area within Pittsburgh, covering streets such as Art Rooney Drive, West General Robinson Street, Anderson Street, Isabella Street, Federal Street, Mazeroski Way, and North Shore Drive. Interested parties must submit expressions of interest by April 22, 2010, detailing building and space specifics, rental rates, availability, tenant improvement costs, parking information, building services, property ownership, and evidence that the property lies outside the 100-year flood plain. Submissions must be made either by the property owner or with the owner's permission. The VA will use the responses to conduct a market survey and perform a cost-benefit analysis to determine whether to pursue alternative space or remain at the current location, considering relocation costs such as moving, improvements, telecommunications infrastructure, and agency downtime. The government is legally restricted to paying no more than appraised fair rental value, and there is no guarantee a lease award will result from this solicitation.
