The Department of Veterans Affairs is conducting market research to identify qualified and bondable firms that are registered as Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) to potentially compete for leasing space in San Angelo, Texas. The VA currently occupies 4,933 net usable square feet at 2018 Pulliam but seeks to lease an additional 4,947 net usable square feet, totaling approximately 9,880 square feet, ideally on a single floor, within specified city limits. The sought space must provide on-site parking for 70 vehicles, be available for occupancy by October 1, 2017, and offer a full-service lease for up to 10 years, with the government retaining a 120-day termination right after five years. The VA is also open to relocating if an alternative location offers advantages, considering costs such as physical move expenses, tenant improvements, and potential downtime. Interested offerors, including owners, brokers, or legal representatives, must submit detailed information about their properties, including the building name, address, rentable square footage with inclusive rates, and contact details. The properties must be outside the 100-year flood plain and within a defined geographic boundary in San Angelo. The NAICS code for this opportunity is 531190, and the small business size standard is $38.5 million. While the primary focus is on SDVOSB and VOSB firms, all small businesses are encouraged to respond for market research purposes. The VA emphasizes that it is not obligated to award a lease based on responses to this notice and will determine lease decisions based on factors including space suitability, cost efficiency, and VA requirements. Responses must be submitted by February 15, 2017, to the designated contracting officer.
