The Department of Veterans Affairs, Network Contracting Office 6 in Hampton, VA, plans to negotiate a sole source commercial lease under FAR 6.302-1 with P & P, LLC for approximately 3,600 net usable square feet (NUSF) at the property located at 306 Brynn Marr Road, Jacksonville, NC. The current tenant, Brynn Marr CBOC, occupies the same space and requires a new lease. Relocating to an alternative site is cost prohibitive, and continuing the lease with P & P, LLC avoids substantial duplication of costs and operational delays for the Veterans Health Administration. Thus, the government has determined that P & P, LLC is uniquely positioned to provide the required space and services, justifying an other-than-full-and-open competition acquisition. This action is not a solicitation for competitive quotations, and the decision not to compete will be based solely on government discretion after considering any information received. The relevant NAICS code for this lease is 531120. Written inquiries can be directed to Jackie L. Bray, Lease Contracting Officer, via email by the specified deadline. The arrangement supports federal cost savings by maintaining continuity of services in the existing location for the Department of Veterans Affairs.

Full Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 6, Hampton, VA intends to negotiate a commercial (GSAM Part 570) Sole Source lease under the authority of FAR 6.302-1. The VA intends to award to P & P, LLC, 1216 Pine Valley Road, Jacksonville, NC 28546 for a maximum of 3,600 NUSF at its property located at 306 Brynn Marr Road, Jacksonville, NC 28546. Current tenant organization Brynn Marr CBOC occupies approximately 3,600 NUSF and requires a new lease. Movement to an alternate site is cost prohibitive. Staying in place saves Federal dollars for the Department of Veterans Affairs. A justification for other than full and open competition is prepared in support of this acquisition. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Applicable NAICS code is 531120. Inquiries will only be accepted in writing by e-mails addressed to contact@example.gov. Responses will be accepted no later than 3:00 PM (EST) on July 28, 2022.
