The Department of Veterans Affairs plans to secure a succeeding lease for the Silver Spring Vet Center located at 2900 Linden Lane, Silver Spring, Maryland, with an expected occupancy date of May 1, 2026. The lease is anticipated to have a term of up to 15 years, including a firm period of up to 5 years, and will not involve tenant improvements. The space required is approximately 2,896 net usable square feet of medical space, with a total rentable area of around 3,909 square feet, situated within a specified area bounded by MD-193, MD-586, I-495, MD-97, and MD-185. The current lease expires in April 2026, and maintaining operational capacity at this location is essential for the VA’s mission. This procurement is being conducted under a sole source authority due to the substantial duplication of costs that would be incurred if the VA were to relocate or seek alternative sites, and the government is considering alternative spaces only if they prove to be more economical, factoring in move costs, tenant improvements, and infrastructure expenses. The VA invites interested parties to submit written statements of capability by January 29, 2025, to demonstrate their ability to provide suitable space, although responses are solely for evaluation purposes and do not guarantee an award. The process emphasizes that the VA may pursue a sole source award or consider alternative options based on cost-effectiveness, with no obligation to award a lease based on responses received.

Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION The Department of Veterans Affairs (Government) intends to award a succeeding lease to Silver Spring Vet Center, under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the above requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract. The Department of Veterans Affairs currently occupies clinical and related space at 2900 Linden Lane Suite 100 Silver Spring MD 20910 in a lease that expires April 30, 2026 To satisfy the VA mission requirements, the current Silver Spring Vet Center must remain operational. Term: Estimated term is up to 15-years; up to 5-years firm term, 15-years soft term. Tenant Improvements: No tenant improvements will be performed under the succeeding lease award. Space Availability: The space must be available for occupancy by May 1, 2026 Rentable Square Feet: Approximately 2,896 Net Usable Square Feet (NUSF) / 3,454 ABOA / 3,909 Rentable Square Feet (RSF) of Medical Space. Location: To be considered, space must be within the following delineated area: North- MD-193 & MD-586, South- I-495 East- MD-97 West- MD-185 The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA will consider leased space located in another existing building providing all costs mentioned above can be offset by competition. Affirmative responses to this advertisement: Interested parties are invited to submit the above notice and evidence via email to melissa.chanduviholmes@va.gov no later than January 29, 2025 by 12:00 pm EST. Telephone responses shall not be accepted. RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON ANY AFFIRMATIVE RESPONSE TO THIS ADVERTISEMENT.
