The contract solicitation requests a firm fixed price, all-inclusive quote for the AMD Versal AI Edge Series Gen 2 VEK385 Evaluation Kit, specifying that all costs including freight, tariffs, packing, and handling must be bundled into the product price delivered to Brookhaven National Laboratory (BNL). If an all-inclusive price cannot be provided for foreign products, BNL will be the importer of record with delivery terms set at DAP and use of BNL’s freight forwarder. Vendors are also asked to provide any available discounts and submit a published price list or equivalent pricing documentation to support the pricing justification. Only authorized or licensed distributors of the product may submit bids, with strict requirements for traceability to the Original Equipment Manufacturer, supported by certificates of conformance and distributor certification. Vendors must be registered in the U.S. Government’s System for Award Management (SAM) with a Unique Entity Identifier (UEI), or provide appropriate documentation if foreign. The contract is under the Department of Energy, managed by Brookhaven National Laboratory, with a response deadline in May 2026; contact and procurement guidance details are provided for vendor compliance. QA Paragraph(S): 3.1.4

4.43 Franchised/Licensed “Distributor” Traceability

Products that are not purchased directly from the Original Equipment Manufacturer (OEM)/Original Component Manufacturer (OCM) must be purchased only from a franchised/licensed distributor of the product being offered. The distributor must ensure traceability of all products to the original equipment manufacturer by identifying the original manufacturer for each lot/date code on the Certificate of Conformance. The distributor must provide a copy of the Manufacturer’s certificate for the lot number being supplied, along with their franchised distributor certification. The distributor must not use unapproved brokers (any company, person, or entity who is not an OEM/OCM) for the purchase of components and parts, unless pre-approval has been granted by Brookhaven Science Associates (BSA).

  1. Published Price list: Please provide a Published Price List that is available online.  The Department of Energy requires that we justify our pricing.  If an online Published Price List is not available, a redacted invoice from another customer that purchased the same or similar items in the past would suffice or a webpage screenshot of the same item showing online pricing.

2.   System For Award Management (SAM):

In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System for Award Management (SAM) with their Unique Entity ID number (UEI#).  Registration can be performed online at www.sam.gov.  If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization.  Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine.  Utilizing your search engine may redirect you to an erroneous site.  You may obtain assistance in completing your registration by contacting the Federal Help Desk at +1 (555) 000-0000 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org

*Foreign vendors are not required to be registered in SAM but must fill out a AMS-Form-050 (Enclosure B) when applicable.

Any resulting purchase order will be subject to the attached Terms and Conditions.

Thanks

This total small business set-aside requires a contractor to provide all labor, materials, tools, and supervision for various mechanical construction projects across the BNL site, with specific work authorized through individual task orders. The anticipated period of performance begins in November 2026 for a base year, with four optional one-year increments extending the potential term through November 2031. While individual BOAs will have specific ceilings, all awarded BOAs under this effort will share an estimated aggregate ceiling of 20 million dollars. The award will be based on the lowest priced technically acceptable (LPTA) criteria, with BSA awarding the BOA to between one and three qualified offerors. To be responsive, offerors must attend a mandatory virtual overview and site visit on October 15, 2026, and submit a completed Qualification Criteria Form, a Sample Project Pricing Sheet, and a Schedule of Unit Rates by October 30, 2026. Technical acceptability is contingent upon meeting all qualification criteria, including safety records and staffing capabilities. Performance requirements include the ability to mobilize personnel to the site within two hours for after-hours or weekend emergencies and starting task order work within two working days of a Notice to Proceed. Bonding requirements are tiered by project value, requiring payment bonds for work between 35,000 and 150,000 dollars, and both performance and payment bonds for work exceeding 150,000 dollars.
