Xpress Bus Wash Rehabilitation

The Georgia Transportation Efficiency Authority is soliciting Design-Build proposals to rehabilitate and modernize the bus wash operation at the Xpress South Operations maintenance facility located at 5250 Frontage Road, Forest Park, Georgia. The project requires a comprehensive design and construction effort to expand the existing facility, separate engine steam-cleaning from body washing by constructing a new bay, replace the current system with a commercial-grade water reclamation setup that maximizes runoff capture and recycling, and install new bus wash equipment, engine steam-cleaning systems, bus lift equipment capable of handling 78,000 pounds at 69 inches in under a minute and a half, and supporting civil, structural, mechanical, electrical, and architectural improvements. The entire scope must meet strict performance metrics including washing at least fifty buses per day with a cycle time under six minutes per bus, and adhering to ADA accessibility, fire life safety codes, NEMA and UL standards, Buy America requirements, and sustainability best practices. The contract mandates compliance with federal transit regulations under FTA Circular 4220.1F and 2 CFR § 200, Georgia DOT construction standards, and incorporates a full suite of federal, state, and contractual clauses related to Davis-Bacon wages, DBE participation, drug-free workplace, sexual harassment prevention, and environmental standards for clean air and water. Proposals are due by September 24, 2026, and must be submitted in physical form with five copies and a USB drive containing the full electronic proposal, all marked for the attention of Procurement Manager Charnele Dobbins. Offerors must complete seventeen mandatory certifications including E-Verify compliance, suspension and debarment status, lobbying and anti-boycott affirmations, sales and use tax compliance, and Buy America certification. The selection will be based on a 100-point evaluation weighting proposed lump sum price at 20%, proposed equipment at 20%, experience of the architect/engineer at 15%, design-builder references and capabilities at 10% each, key personnel qualifications at 20%, and project management plan at 5%. The contract includes a $200,000 construction contingency allowance but no set ceiling, with all other line items subject to bid pricing. The contractor must provide 100% performance and payment bonds from Treasury-listed sureties with an A- rating or better, carry comprehensive insurance including workers’ compensation, employers’ liability, and a 2
