The VA Maryland Health Care System intends to award a sole-source construction contract to Desbuild Incorporated for Phase 1 of Project 512-528. Located at the VA Medical Center in Baltimore, Maryland, the project involves expanding Mental Health and Managed Care Clinics by providing structural support for two additional floors, 5A and 6A. Each floor will encompass 3,250 square feet and include all necessary functional support systems. The estimated construction cost for this phase is between 1,000,000 and 2,000,000 dollars. This work will be built upon Project 512-510, which is currently 26 percent complete and also under contract with Desbuild Incorporated. The government has determined that a sole-source award is necessary to ensure the structural steel trusses and support members for the fifth and sixth floors are installed sequentially with the existing project. This approach is intended to mitigate potential construction delay claims, reduce liability issues, and manage the complex coordination and scheduling requirements of the site.

--Construction Services--The VA Maryland Health Care System intends to award a sole-source construction contract for Phase 1 of Project 512-528 to Desbuild Incorporated, 4744 Baltimore Avenue, Hyattsville, MD 20781-2225. The scope for Phase 1 of Project 512-528, Expand Mental Health and Managed Care Clinics, is to provide the structural support for an additional two complete floors (5A & 6A) that will consist of 3,250 square feet per floor including all necessary functional support systems on top of the current Project 512-510 (Outpatient Specialty Care 2A) which is already under construction and 26% complete in the existing atrium space of the medical centers main lobby entrance at the VA Medical Center, 10 North Greene Street, Baltimore, MD. Construction cost range is between $1,000,000.00 and $2,000,000.00. Project 512-510 (Outpatient Specialty Care 2A), which is currently under contract with Desbuild, Inc, involves approximately 14,693 square feet of space to be occupied on three levels which consist of renovation to level 2A and infill of levels 2A, 3A, 4A & 5A balcony and includes reinforcing columns from the garage up to the 7th floor. Erection of major structural steel with secondary support members has commenced for the 2nd floor level. Fabrication of the 5th balcony to the 3rd floor structural steel trusses have been completed. The Government has determined that erection of the 5th and 6th floors structural steel trusses and secondary support members for Project 512-528 is necessary to be performed sequentially with project 512-510 by Desbuild, Inc. under a sole source contract to mitigate serious construction delay claims and liability issues and due to the need for extreme coordination efforts and scheduling uncertainties. THIS IS NOT A REQUEST FOR PROPOSAL. Point of Contact is Deborah G. McCavitt, Contract Specialist, +1 (555) 000-0000, contact@example.gov.
