Army Corps of Engineers, Hurricane Protection Office (HPO) is seeking firms for the requirement entitled HPO, LPV 101.02, Lake Pontchartrain and Vicinity, New Orleans, LA, Hurricane Protection Project, Floodwall replacement, Floodwall Construction, 17th Street Canal to Topaz St., New Orleans Metro, LA. The estimated magnitude of the construction project cost is $25,000,000.00 to $100,000,000.00. The work consists of floodwalls, piling, earthwork, roadwork and utility installation. The work will be located in a highly developed area with limited Right-of-Way (ROW) and construction sequencing constraints. Demolition will be limited when performed during hurricane season and emergency closure methods are included. The Government is contemplating evaluating alternate times of delivery (lengths of contract performance) along with technical factors and price. This will be a Request For Proposal (RFP) solicitation that will result in one (1) firm-fixed price construction contract to the responsible contractor whose proposal conforms to the solicitation requirements and provides the best value to the Government. The basis for award will utilize the Best Value Continuum - Trade-off Process in accordance with FAR Subpart 15.101-1. The proposal instructions and closing date and time for submission of proposals will be contained in the solicitation notice and package. The solicitation is anticipated to be issued on or about April 22, 2009 on FedBizOpps at www.fbo.gov. The Government will not provide written paper copies of the solicitation.
