DESCRIPTION OF ACTION: This is a sale source contract action which includes a Design-Build service necessary for the proper execution and completion of the project entitled D/8 Interim Waste Center at the VA Caribbean Healthcare System, San 3uan, Puerto Rico. 3. REASON FOR AUTHORITY CITED: JWD Engineering is presently performing construction contracts at. VACH5 premises and therefore no mobilization is required providing the Government cost savings.
