The contract involves design and survey services supporting the Southeast Louisiana Urban Flood Control Project (SELA 26), specifically the widening of the Florida Avenue Canal from St. Ferdinand Street to Peoples Avenue in Orleans Parish, Louisiana. The Government intends to award a Firm-Fixed Price contract to CSX Transportation, Inc. under a sole source justification per federal acquisition regulations, with limited opportunity for other responsible sources to submit capability statements or proposals within 15 days of the notice publication. This initial phase focuses on a preliminary review of design plans and specifications to develop cost estimates for necessary design and construction efforts related to CSX-T’s rail facilities impacted by the project. Activities include site visits, coordination with Norfolk Southern Railroad regarding rail junction design, and identification of elements requiring CSX-T design and construction work. The project is situated in New Orleans and is administered by the Department of Defense, specifically the New Orleans District office. While the current contract emphasizes preliminary design review and cost estimation, it is anticipated that future contract modifications or separate sole source justifications may cover the final design, survey, and construction costs. The designated Contract Specialist for this solicitation is Lydia A. Quillens, who can be contacted for further information. The contracting approach allows the Government discretion to proceed without competition based on responses received during the notice period.
