The Agile Chemical Facility (ACF) project involves consolidating the operations of the existing Moser and Biazzi chemical plants, both located at the Naval Surface Warfare Center in Indian Head, Maryland, into a new, single facility situated at the Biazzi plant site. The ACF will encompass approximately 8,729 square feet and entails extensive demolition, construction, and renovation work. This includes demolishing numerous outdated buildings and containment structures at both plants, rebuilding several key facilities, retrofitting multiple existing buildings for upgraded chemical process systems, and adding new structures such as a control building and a diagnostic laboratory. The project also features infrastructure enhancements such as an access road and a transport trough extension to support chemical handling. The Moser plant will primarily undergo demolition of 18 structures, while the Biazzi plant will see a combination of demolitions, reconstructive work, and modifications to modernize and streamline the production of Nitrate Esters, highly sensitive high-energy liquid explosives. This procurement is structured as a firm fixed-price contract with a value exceeding $10 million, awarded through competitive negotiation and source selection procedures that will prioritize best value based on both price and technical factors. The solicitation for this project was anticipated to be released in March 2006 by the Department of Defense's Naval Facilities Systems Command. The work is identified under NAICS code 236220, covering commercial and institutional building construction. Key points of contact for the contract include the contracting officer and contract specialist based at the Washington Navy Yard. Overall, the project aims to significantly upgrade and consolidate chemical processing capabilities at the Indian Head facility while adhering to stringent safety and operational requirements.
