AI Contract Overview
The U.S. Fish and Wildlife Service plans to issue a solicitation for a firm-fixed-price construction contract to rehabilitate nearly 9.9 miles of roadway at the Vieques National Wildlife Refuge in Puerto Rico. This project involves work on several key roads including Puerto Ferro Peninsula Road, Main Road, Tres Palmitas Road, La Plata Road, and La Chiva Road. The scope of work includes scarifying, grading, shaping, sloping, compacting, hauling, and placing government-furnished aggregate materials, as well as limited cold asphalt repairs. The contractor will be responsible for providing all necessary labor, supervision, transportation, heavy equipment, tools, quality control, and other incidentals needed to complete the project within approximately six months from notice to proceed. Because the project site is on a remote island, coordination for logistics and equipment mobilization is critical. This acquisition is reserved exclusively for small businesses and will be competed within that community to encourage participation and ensure compliance with Puerto Rico's licensing and registration requirements for construction work. The solicitation is anticipated to be released around July 23, 2026, with proposals due by June 22, 2026. Interested parties are advised to monitor SAM.gov for solicitation issuance, amendments, and details about a planned site visit. The contracting office, located within the Department of the Interior’s Acquisition Operations and serviced by the Fish and Wildlife Service, will handle all aspects of the procurement. The contract falls under NAICS code 237310 for highway, street, and bridge construction and includes standard government policies related to equitable adjustments for change orders per FAR guidelines.
