Y -- Remove and replace electrical lines for Airfield Frangibility

Robins Air Force Base plans to engage Flint Electric Membership Corp on a sole source basis to demolish existing overhead power lines within the flightline Clear Zone for runway 16 and replace them with equivalent underground power lines. Flint EMC currently owns the power lines and related accessories involved in the project. The work encompasses providing all necessary labor, materials, equipment, and coordination to safely complete the demolition and installation. The project falls under NAICS code 235310 with a size standard of $12 million. Funding is not currently available, and the government’s obligation depends on the appropriation of funds. The contractor is expected to begin work within 60 calendar days of receiving the Notice To Proceed and must complete the entire scope within 180 calendar days. The anticipated cost range for this effort is between $25,000 and $100,000. The solicitation is planned for release around July 8, 2002, and the contract award will only occur if funding is secured by September 30, 2002. Points of contact for the solicitation include John I.
