The United States Agency for International Development (USAID), Mission to the West Bank and Gaza, is soliciting proposals from both American and local construction contractors to carry out small to medium-scale water and sanitation infrastructure projects in the West Bank and Gaza. The agency plans to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts, each valid for 18 months and covering specific geographic areas. Contractors awarded these IDIQ contracts will be eligible to bid on individual task orders, each accompanied by detailed technical specifications, bills of quantities, and drawings. The work scope entails a wide range of activities, including the installation and rehabilitation of sanitary sewers and potable water wells, repair or replacement of well pumps and motors, construction and rehabilitation of water booster and sewer pump stations, site civil works, electrical control panel fabrication and installation, site electrification, pipeline installation, water reservoir construction, and other related civil, mechanical, and electrical tasks. While U.S. firms are invited to participate, current travel restrictions prevent U.S. citizens, Green card holders, or third-country nationals employed by these firms from entering Gaza. Under the AIDAR 725.703(b) regulation, no less than 50% of supervisory and key personnel on-site must be U.S. citizens or legal residents, with no exceptions allowed. Contractors must demonstrate prior experience managing similar projects in the region and possess the ability to mobilize quickly. The solicitation and Request for Proposals will be released after November 18, 2005. The project is identified under the title “Small Water Infrastructure Fast Track (SWIFT), Phase II,” with NAICS code 237110, specific to construction of water and sanitation systems. Point of contact information includes senior acquisition and contract specialists located at USAID offices in Tel Aviv.
