Full Description

The purpose of this sources sought synopsis is to identify potential qualified Section 8(a), HUBZone small business, Service Disabled Veteran Owned (SDVOSB) small businesses relative to NAICS Code 236220. The geographical area for purposes of Section 8(a) is limited to Hawaii and Guam. The place of performance is on the island of Kauai, Hawaii. Performance and payment bonds are required. The Naval Facilities Engineering Command, Hawaii will use the responses to this sources sought notice to make appropriate acquisition decisions for the planned fixed price contract. This is not an announcement of availability of a solicitation nor is it a means of generating a planholders list. After review of the responses submitted regarding the sources sought notice, a solicitation announcement will be published in the Federal Business Opportunities if the Government intends to continue with the procurement. Interested, qualified Section 8(a) firms relative to NAICS Code 236220 shall submit the following information: (a) Past Performance and Experience in relevant projects. Provide past performance evaluations and experience in relevant projects based upon general trends in customer satisfaction on recent, relevant projects within the last ten (10) years. Provide a listing as follows: (1) contract number, (2) description of the work; (3) dollar value of the construction work; (4) period of performance; (5) points of contact, phone and fax number, and (6) state whether you were a subcontractor or prime. State portion of the work completed by your firm by dollar value and scope; (b) Proof of bonding capacity in the form of a letter from your surety, including current available bonding as well as the single project limit; (c) Resumes for the proposed superintendent and QC Manager. Resume shall identify past experience in relevant projects. Provide the following information: (1) contract number; (2) description of work; (3) dollar value; (4) period of performance; (5) point of contact, phone and fax number. The QC Manager shall have a minimum of 5 years of experience as a Superintendent, QC Manager, Project Manager, Inspector or Construction Manager on similar size and type construction. The individual shall have at least two years experience as a QC Manager. The individual must be familiar with the requirements of EM 385-1-1, and have experience in the areas of hazard identification and safety compliance; (d) Provide a list of existing commercial and government business commitments to include contract numbers, names of contracting officers, telephone and facsimile numbers, value of contract, completion date and percent complete; (e) Further, based on existing commitments, address whether your firm has sufficient capability for the performance of this project. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform new construction, repair, alteration, and related demolition of existing facilities based on two phase design, modified design build or full plans and specifications for DOD facilities on the island of Kauai, Hawaii. Facilities is defined as 1) residential building construction for single family and/or multi-family housing; 2) nonresidential building construction for industrial buildings and warehouses; 3) nonresidential buildings, other than industrial buildings and warehouses; and 4) supporting improvements such as utilities, landscaping, and roadways. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. The scope of work will not include the more highly specialized work, such as, waterfront projects. The potential contract in terms of dollar value is $25,000,000 for all contracts over the life of the contracts OR a base year and four one-year option periods, whichever occurs first. It is anticipated that the Navy will award a minimum of two contracts. The minimum task order amount is $10,000 and the maximum amount is $1,000,000.
