This acquisition is 100% set aside for Certified Service-Disabled Veteran-Owned Small Businesses.
Prospective Contractors are cautioned that the proposal submitted in response to this solicitation must meet the criteria identified in VAAR Clause 852.219-73, VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (JAN 2023) (DEVIATION).
For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm, must be certified and listed in the SBA certification database (https://veterans.certify.sba.gov/) and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their qualification. For a Joint Venture to be considered eligible as an SDVOSB if the joint venture 13 CFR 128.402 and the managing joint venture partner makes the representations under paragraph (c) of this clause. A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph 852.219-73(d) of the clause will be performed by the aggregate of the joint venture participants. Failure of a prospective SDVOSB to meet these certification requirements by the SBA shall result in elimination from consideration. Project Description: The contractor shall provide all supervision, labor, equipment, and materials needed to complete construction project 534 24 102 Renovate Sterile Processing Service (SPS) Spaces in accordance with the drawings, specifications, and this statement of work.
Work includes phased demolition and renovation of approximately 3,859 gross square feet (GSF) across SPS Rooms AA304 Temporary Sterile Processing Service (Temp SPS), AA305, AA305A, BB320 Breakout and Receiving, BB321 Bulk Storage, and corridors COR3AA 3 and COR3AA 2.
Scope includes heating, ventilation, and air conditioning (HVAC) upgrades including Air Handling Unit 31 (AHU 31), temporary HVAC support to maintain sterile processing operations, modifications to steam and chilled water distribution lines, and installation of a new reverse osmosis (RO) tank on the roof. All work shall comply with Class IV ICRA controls, minimize construction impacts, and maintain operational functionality of SPS throughout the renovation. Coordination with the VAHCS and COR is required for all outages, phasing, and scheduling.
Remove all debris, extraneous and unused piping utility lines, and further remove existing Asbestos-Containing Materials (ACM) and Lead Containing Material (LCM) from the basement.
Maintain operation of all departments during construction.
Construction impacts shall be minimized and mitigated in a way that limits disruption to the functioning of the Ralph H. Johnson Veterans Affairs Health Care System (VAHCS).
Scheduling and coordination with the VAHCS will be critical and must be approved by Contracting Officer s Representative (COR) prior to work.
