Diagnosys Systems Inc. has been awarded a sole source service contract to provide maintenance and calibration for two Government-Owned Factron S720 Automated Test Systems located at Tobyhanna Army Depot in Pennsylvania. The agreement consists of a one-year base period with four optional one-year extensions. The scope of work includes two annual preventative maintenance and calibration services, estimated on-site remedial maintenance visits four times per year, and weekday remote technical support for hardware and software. Additionally, the contractor is responsible for providing repaired or reconditioned replacement parts as needed. The contract was awarded on a sole source basis because Diagnosys Systems Inc. acquired the proprietary data, software code, and hardware specifications from the original manufacturer, Schlumberger Technologies, Inc., after the systems went out of production. Because the government lacks a competitive technical data package and no other firms responded to the public Sources Sought notice, Diagnosys Systems Inc. is recognized as the only source capable of providing the necessary technical expertise and refurbished components.

Award is made to Diagnosys Systems Inc. (DSI) for a service contract to perform all necessary operations in connection with providing two (2) preventative maintenance and calibration service for two (2) Government-Owned Factron S720 Automated Test Systems located at Tobyhanna Army Depot (TYAD), Tobyhanna PA for the base period of one year with four (4) one-year option periods. Requirement also includes on-site remedial maintenance service on an as-needed basis, estimated at four (4) visits per year, remote telephone support for technical hardware and software assistance for government personnel from 8 AM to 4 PM EST, Monday through Friday and repaired/reconditioned replacement parts and components provided as needed for each test system. Award is made on a sole source basis to Diagnosys. In the mid-1990's the Factron S720 went out of production and the original manufacturer (OEM), Schlumberger Technologies, Inc., sold their interests to include proprietary data, software code, hardware specifications and other associated assets to DSI. The Government does not possess a competitive technical data package for the required items and services, therefore DSI is believed to be the only source of reconditioned and refurbished system parts and technical expertise for these test systems. A Sources Sought and Notice of Intent was posted on the Federal Business Opportunities Page informing prospective contractors of the pending requirement and requesting any firm that possesses the ability to provide this service repond within fifteen (15) days of the notice. No responses were received.

Microelectronics Sourcing Capability for Tobyhanna Army Depot (RFI 2)
Solicitation # MicroelectronicsSourcingforTYAD2
The U.S. Army Contracting Command and Tobyhanna Army Depot are conducting market research through a Request for Information to identify qualified Original Component Manufacturers and Tier-1 direct distributors capable of supplying commercial-off-the-shelf, industrial, and defense-grade microelectronics. The primary goal is to move away from decentralized, broker-dependent procurement toward resilient, long-term direct relationships to support Circuit Card Assembly integration. The government is seeking partners who can sustain large-scale production volumes, ranging from hundreds of thousands to multi-million-unit annual runs, while maintaining vendor-managed inventory and the ability to handle rapid demand surges. To ensure supply chain integrity and anti-counterfeiting, the government requires strict provenance tracing from raw silicon and wafer fabrication through assembly and testing. Compliance with DoDI 5200.50, DFARS 252.246-7007/7008, and quality systems such as ISO 9001, AS9100, or IATF 16949 is essential, with AEC-Q200 qualification preferred for multilayer ceramic capacitors. Interested respondents must submit a capability package by October 27, 2026, detailing their corporate profile, supply tier classification, and manufacturing capacity. This RFI is for planning purposes only and does not constitute a formal solicitation or obligation for contract award.
