Yellowstone National Cemetery - National Shrine Project

The Department of Veterans Affairs, National Cemetery Administration, is conducting market research for the FY26 Shrine Project at Yellowstone National Cemetery in Laurel, Montana, to identify qualified Service-Disabled Veteran-Owned Small Businesses capable of performing headstone raising, realignment, and turf renovation work. The project involves the precise raising, lowering, realigning, leveling, backfilling, and cleaning of 628 upright granite headstones in Section B, along with the renovation and re-establishment of approximately 17,082 square feet of turf. The work must adhere to strict aesthetic and technical standards to maintain the cemetery’s designation as a National Shrine, emphasizing serenity, dignity, and historical honor. All work must conform to detailed specifications for headstone alignment, vertical and lateral precision, turfgrass installation, and cleaning protocols, with full compliance expected from the Contractor in labor, materials, equipment, and supervision. Only SDVOSBs certified through the SBA VetCert program and actively registered in SAM.gov with a valid UEI number are eligible to respond. Interested firms must submit a comprehensive capability statement demonstrating proven experience in headstone resetting, precision surveying, large-scale turf renovation, and work in sensitive cemetery environments, alongside past performance examples, bonding capacity documentation, and business size verification under NAICS code 237990. The project has a proposed 365-day period of performance from Notice to Proceed, with work constrained by seasonal turf growth cycles—turf renovation is restricted to periods when the grass is actively growing, typically between late April and late October. Work hours are limited to 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays, with weekend work requiring advance written approval. The Contractor must ensure public safety, comply with all applicable environmental and OSHA regulations, control dust at all times, cover open holes, manage spills, and ensure employees wear visible identification and appropriate attire reflective of the site’s solemn nature.
