This Invitation to Tender (the “ITT”) is an invitation by the City of Abbotsford (the “City”) to prospective bidders to submit bids for YXX – Abbotsford International Airport – Runway End Safety Areas (RESAs) – Construction Services, as further described in Section A of the ITT Particulars (Appendix B) (the “Deliverables”). Bidders are advised that this ITT contains Mandatory Submission Requirements that must be completed for a Tender to be considered compliant.Schedule AttestationBidders should refer to the instructions attached to the solicitation for the Appendix J – Schedule Attestation – 1220-2026-3978 requirements and provide all required information in accordance with the instructions provided in the bidding system. Other Mandatory Submission RequirementsAll bidders need to comply with the Mandatory Submission requirements (Pass/Fail) listed below. Bidders who fail to meet any mandatory requirement will not proceed to the next stage.a. Airport Construction Experience (Pass/Fail)The Bidder must have successfully completed a minimum of three (3) construction projects within the past ten (10) years, involving:asphalt pavement and/or concrete pavement work with a construction value of $1.5 million or greater; and earthworks, asphalt and concrete removal and replacement with a construction value of $1.5 million or greater; and within airside or security‑restricted operational areas at airports in Canada, or on major transportation infrastructure such as roadways, highways, rail or bridges, with work of comparable type and complexity to the asphalt, concrete, and earthworks included in this Tender. The Bidder must provide the following information for each project: Project title and location Description of the project and work performed Construction value Completion date Owner name with contact information for an authorized representative Consultant name with contact information (if applicable)Evaluation Method:The information will be verified for completeness only. No qualitative assessment will be conducted. b. Schedule Commitment (Pass/Fail)The City currently anticipates issuing the Notice of Award (NOA) for this project in April, 2026 the Notice to Proceed (NOP) shortly thereafter. These dates are approximate and may be adjusted by the City as required.The Bidder must confirm it can initiate the Work in accordance with the Contract Documents and achieve Substantial Completion no later than June 30, 2026.The Bidder must submit a signed Appendix J – Schedule Attestation – 1220-2026-3978 confirming compliance with this requirement
