Work will also involve installing a temporary pump system to maintain water supply during outages and designing two certified valve supports by a California-registered Professional Engineer. The project spans multiple construction divisions including concrete, metals, finishes, electrical, and waterway and marine construction, and must comply with ASME, ASTM, IEEE, NETA, NFPA, and RSHS standards. All materials must be stored and handled under strict environmental controls—temperature between 50°F and 95°F, protected from moisture, UV light, and weather—and must not exceed manufacturer shelf life. Packaging must remain original and unopened, with containers not exceeding 5 gallons unless suitable handling equipment is available. All containers and fasteners require clear, permanent labels including manufacturer name, product name, batch number, date of manufacture, and special instructions; cable and valve tags must have white backgrounds with black text, a minimum 7pt font size for markers and 16pt for tags, and be made of non-conductive, heat-resistant, non-corroding materials. Inspection and acceptance occur exclusively at the jobsite, governed by FAR 52.246-12, and include rigorous quality controls such as Dry Film Thickness verification per SSPC PA2, holiday testing per NACE SP 0188, and adhesion testing per ASTM D4541 as directed by the Contracting Officer’s Representative.
