Solicitation W912BV-11-R-0016, issued by the Department of Defense through the U.S. Army Corps of Engineers Tulsa District, is a request for proposals for the turn-key construction of a spillway tainter gate floating bulkhead and associated mooring facilities at John Redmond Lake on the Grand Neosho River in Burlington, Kansas. The scope of work encompasses the entire project lifecycle, including the development of a government-approved work plan, site preparation, fabrication and assembly using ASTM A582 Grade 50 materials, blasting, painting, and the installation of appurtenances. The project further requires rigorous testing, placement of the bulkhead in the lake, and final site restoration. The procurement process included several amendments to refine technical requirements and extend proposal deadlines, with a final emphasis on the necessity of a certified SSPC QP1 or NACE Painting Contractor for coating applications. Bidders are required to provide lump sum pricing for both the floating bulkhead and the mooring facility to avoid proposal rejection. Technical specifications detail strict adherence to welding procedures, structural dimensions, and inspection requirements to ensure the integrity of the floating structure. The contract is managed by the Tulsa District office in Oklahoma and falls under NAICS code 237990.
