Solicitation W912EF-08-B-0011 was issued by the US Army Engineer District Walla Walla for the repair and upgrade of the Dworshak National Fish Hatchery Nursery Building located at Dworshak Dam in Nez Perce County, Idaho. The project scope encompasses comprehensive roof, HVAC, mechanical, and electrical work, specifically including mobilization, building repair, and the installation of packed towers. The estimated magnitude of construction for this project was valued between 1 million and 5 million dollars. The procurement process began in August 2008 and underwent several amendments to update technical specifications, modify drawings, and adjust wage determinations. Following a site visit and a bid opening on September 12, 2008, the government received bids from contractors including Knight Construction and Supply, Inc. and RSCI. However, due to unreasonable pricing, the sealed bid process was canceled via Amendment 0005 in accordance with FAR 14.404-1(c)(6), and the acquisition was transitioned to a negotiation process with responsible bidders to establish the lowest possible price.
