Full Description

The U.S. EPA, Office of Administration and Resources Management (OARM), Facilities Management Division (FMD) intends to negotiate on a sole source basis with DCT, Inc. under the authority of FAR Part 6.302-1 for a one-month extension period, plus a one-month option period, under Contract 68-C-03-017 for on-site operations and maintenance services pending award of a follow-on contract. The current contract is scheduled to expire on 11/30/07. It is expected that a follow-on contract will be awarded by January, 2008 as a result of Solicitation No. PR-CI-07-10484. During this period, the contractor shall provide services in support of the operations and maintenance of the EPA-Cincinnati Facilities. This includes routine maintenance of all building and laboratory systems, work orders, service calls, and emergency repairs. Specifically, the contractor shall provide facility support services that include, but are not limited to: the operation and maintenance of buildings and equipment; alterations and repairs to the buildings; computer- assisted drafting (CAD) services; and engineering documentation. Secondary functions include but are not limited to: fire alarm maintenance, snow removal, window washing, pest control, waste removal, and engraving services. DCT, Inc. is uniquely qualified to meet EPA's requirement during the extension period based on its operational expertise, knowledge of the facility and equipment, familiarity with the on-going projects, and its capability to meet any potential critical deadlines resulting from service calls and/or need of emergency repairs. DCT is already on-site. A competitive procurement for the proposed extension would entail substantial duplication of cost to the Government that is not expected to be recovered through competition. Award to DCT, Inc. will ensure the continuous availability of a reliable source of service. This notice of intent is not a request for proposals. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed action based upon responses to this notice is solely within the discretion of the Government. This action is being processed under FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 561210. The anticipated award date is mid Nov, 2007.
