Z--Laboratory Facility Operation & Maintenance

The U.S. Environmental Protection Agency (EPA) Region 7, Acquisition Management Branch, is seeking the services of an experienced firm to provide Facility Operations and Maintenance services for the U.S. EPA Region 10 Manchester Laboratory, 7411 Beach Dr. East, Port Orchard, WA, which provides chemical analysis; microbiological analyses; whole effluent toxicity; method development and other applied science activities; design consultation for environmental projects; and other related activities. The R10 Manchester Laboratory complex is comprised of multiple buildings in which all buildings are
single story occupancy with some mechanical spaces on a second floor or mezzanine. Buildings are clustered near one another on a 17.5-acre site, including approximately 3 acres of landscaped areas, and 3 acres of paved areas and roadway. This facility houses approximately 85 federal, state and contract employees.

The work to be performed under this contract consists of continuous service of its mechanical systems with little or no breakdowns; effective maintenance to ensure facility preservation; and efficient operation of systems and equipment. Additional services may be ordered at the discretion of the Government for work relating to the operations, maintenance and repair or upgrade of the covered facilities, but not covered in the basic monthly services of the contract. The Period of Performance (POP) for this procurement will be one (1) Base Period and four (4) Option Periods.

Estimated dollar value for this procurement is between $5M - $8M. This procurement will be a total Service-Disabled Veteran Owned Small Business set-aside. The RFP is anticipated to be issued on or about 10/16/2026 and will be posted on the System for Award Management (SAM) website (www.sam.gov) and the FedConnect website (www.fedconnect.net).
