Z--Interim Remedial Action Contract (RAC) for the New Bedford Harbor Superfund Site (NBHSS)

The Interim Remedial Action Contract for the New Bedford Harbor Superfund Site was awarded by the U.S. Army Corps of Engineers New England District on behalf of the U.S. Environmental Protection Agency. The project focuses on cleaning up PCB contaminated sediments in New Bedford Harbor, which were discharged by electrical capacitor manufacturing plants between the 1940s and 1970s. Due to extreme contamination levels exceeding 100,000 parts per million, which pose significant risks to public health and the environment, the contract was awarded as a cost-reimbursement action because performance uncertainties prevented accurate fixed-price estimation. This contract was executed using non-competitive procedures under FAR 6.302-1, as only one responsible source possessed the unique capabilities required to satisfy the agency's needs. Jacobs Field Services was awarded the Bridge Remedial Action Construction contract to maintain specialized services. Subsequent modifications included a request for a 58 million dollar increase in capacity and a ten-month extension to ensure continuity of remedial operations while the government addressed corrective actions for a new solicitation following a protest.
