The Gifford Pinchot National Forest is soliciting prospective contractors for road decommissioning work. This project decommissions 1.94 miles of the 2517035 road. This results in the removal of 12 existing culverts, the installation of 11 cross ditches, the scarification of 1.8 miles of roadbed, the removal of approximately 3305 cubic yards of material and transport and placement of this material in designated disposal sites and the seeding and fertilizing of approximately 4.3 acres. Estimated start work date is in early September 1, 2008. Estimated contract time is 45 calendar days after the issuance of Notice to Proceed. Project location: This project is located Iron Creek Drainage 2517035 Rd in Washington (Skamania County). ACCESS TO THE WORK SITES GO SOUTH ON FOREST ROAD 25 FOR 17.26 MILES TO THE 2516 ROAD THEN 1.1 MILES WEST TO THE 2516021 THEN 0.8 MILES SOUTH TO THE 2517 ROAD THEN 0.5 MILES WEST ON THE 2517 ROAD TO THE WORK SITE. YOU CAN NOT REACH THE WORK SITE BY GOING FROM THE 25 ROAD UP THE 2517 DUE TO A CLOSED BRIDGE AT MILEPOST 1.9 OF THE 2517 ROAD. In accordance to the FAR 19.1001 Small Business Competitiveness Demonstration Program, this project will be unrestricted competition. Offerors will be evaluated on price, experience, past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $25,000 and $100,000. Payment protection is required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. The estimated date of issuance for the solicitation is September 11, 2007. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the Internet at http://www.ccr.gov//. Prospective contractors and subcontractors are requested to self-register below to receive notification of any postings concerning this project.
