This contract is a Job Order Contract with an indefinite quantity and fixed cost structure, focused on construction, alteration, repair, and associated design and engineering services for government facilities within the Atlantic Division of the Naval Facilities Engineering Command, specifically in Puerto Rico and the Caribbean areas. It leverages pre-priced guides and non-pre-priced methods for task orders, which may be issued separately or combined. The contract is structured with a base period of 12 months and two optional 12-month extensions, with the government maintaining discretion to exercise these options. The minimum guaranteed work is $50,000, with an estimated annual value of $5,000,000 per performance period, not exceeding a total ceiling of $15,000,000 over three years. Individual task orders are expected to range from $5,000 to $250,000, with a maximum limit per order of $1,000,000. If the contract reaches the $5,000,000 maximum in less than 12 months, the government may opt to exercise the option early. Selection of the contractor will be based on a best value analysis considering both technical factors and price, with each weighted roughly equally. Technical evaluation encompasses multiple factors including past performance of both the prime contractor and its subcontractors, corporate and small business experience, subcontracting plans emphasizing the participation of HUBZone and other small disadvantaged business categories, engineering and design support capabilities, construction support and key personnel qualifications, and safety metrics such as experience modification ratings and OSHA lost workday rates. The solicitation was made available in electronic form as of mid-2003, and contractors were encouraged to register for updates and amendments via the NAVFAC E-Solicitations website. Large businesses are required to submit a subcontracting plan before contract award, and all successful bidders must be registered in the Department of Defense Central Contractor Registration database prior to award. Points of contact for the contract include designated contract specialists who handle technical inquiries and communications related to the solicitation.
