This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a request for quotation (RFQ). Reference RFQ number DE-RQ65-10WG86705 on all documents. The solicitation document and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-38. This is a 100% Small Business Set Aside for NAICS 811310 with a size standard of $7.0 M. This is firm-fixed price procurement and will be procured using commercial procedures. The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region requires services to process oil from KT9A-1 which is a 1995 ABB 500kV type XMZ 46 Shunt Reactor with Conservator Tank and fill the reactor according to ASTM & IEEE Standards for EHV transformers to its full capacity.
