The U.S. Army Corps of Engineers, Los Angeles District, is conducting a survey to solicit feedback from the construction community regarding the potential implementation of a Project Labor Agreement (PLA) for the Murrieta Creek Flood Control, Environmental Restoration, and Recreation Project, Phase 2, located in Riverside County, California. This extensive construction effort involves channel improvements to a 13,000-foot stretch of Murrieta Creek, including major excavation, grading, riprap and soil cement slope protections, trail installations, drainage culverts, landscaping, paving, and related support work. The project's estimated value lies between $20 million and $50 million. The Corps is evaluating whether a PLA—a pre-hire collective bargaining agreement specifying labor terms for the project—would enhance efficiency, labor stability, compliance with regulations, and overall project execution. The survey invites construction stakeholders to comment on the applicability and impact of PLAs on such large-scale projects, particularly considering factors such as skilled labor availability, project scheduling demands, cost implications, and potential time delays. The Corps is specifically interested in votes on whether PLAs should be used for high-dollar contracts locally, the benefits for mission-critical schedules, types of projects that might be unsuitable for PLAs, and other considerations before formalizing PLA usage. It is emphasized that this is not a solicitation for bids but a market survey to inform future acquisition decisions. Responses were requested by September 2, 2014, to designated contacts via email for further government evaluation.
