The Navy Facilities Engineering Command (NAVFAC) Washington is conducting market research as part of the preliminary planning phase under OMB Circular A-76 and in compliance with FAR Part 10, aimed at evaluating the commercial sector's capability to support base support vehicles and equipment as well as facility sustainment functions. This effort does not constitute a solicitation but is intended to help determine the appropriate scope, grouping of functions, and North American Industry Classification System (NAICS) code for potential future public-private competition. The research focuses on operations supporting various Navy installations in the Washington DC area, Bethesda, Indian Head MD, and Dahlgren VA, covering services such as transportation (taxis and shuttle), engineering equipment, fuel delivery, dispatch, vehicle and equipment maintenance, and facility maintenance. Market research is primarily conducted through informal internet searches and a detailed questionnaire, with possible follow-up discussions and interviews with industry sources. The information gathered will be confidential and solely used to decide whether to proceed with competitive sourcing and how to structure any future solicitations. Small businesses are encouraged to participate. Responses to the questionnaire must be submitted by April 30, 2007, to Contract Specialist Vera Grainger. The outcome of this research may lead to one or more solicitations, but no contracts will be awarded directly from this phase. Respondents will not be compensated for their participation.
