The Naval Facilities Engineering Command for Europe, Africa, and Southwest Asia (NAVFAC EURAFSWA) is seeking a contractor through a competitive procurement process to provide and install various landscaping at multiple locations within Camp Lemonnier, Djibouti. The contract requires the contractor to manage all aspects of the landscaping project, including providing tools, supplies, equipment, licenses, and permits necessary for installation and maintenance. The work begins with a design phase focused on recommending indigenous plants suited to the local environment that demand minimal upkeep. The contractor will then design, supply, install, and maintain landscaping elements such as trees, shrubs, flowers, and ground cover, ensuring proper installation with staking and anchoring so plants do not interfere with walkways, sidewalks, or roads. NAVFAC EURAFSWA plans to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract, which will include a base year and up to four option years, with a total value not to exceed $750,000 annually. The contract will be awarded to the lowest priced, technically acceptable offeror who meets all solicitation requirements. All offerors must be registered in the Central Contractor Registration (CCR) database prior to submission and are responsible for the accuracy of their registration data. The solicitation for this opportunity (N33191-10-R-0004) is expected to be posted on EuroNECO in early September 2010, inviting qualified contractors to submit proposals to support this landscaping initiative at Camp Lemonnier.
